Malampa Provincial Government Council
Empowering the Provincial Government with infinite access to service delivery to be a socio - economically self-reliant Province.

Paama area Council is one of the 10 Area Councils in Malampa Province. 

The Area Council Headquarter is located in Liro Paama and has a Sub Centre which was located in the Village of Vauleli in South Paama. 

The Total population is 1567, total households 408 and 22 communities altogether. 

The Area Council has divided its communities and villages into the 5 area council that has been setup. 

One Area Council was setup on the East of Paama which is the Luvil Area Council, two in South Paama Vauleli and Vutekai Area Council and two in North Paama Tahi and Liro Area Council. 

Paama Area Council is one of the smallest area council in Vanuatu with less population.

The Road condition has beginning better and better in the island of Paama. 

There are few access to the government services for instance, Education office, Health Facilities, Agriculture and Cooperative and other private services such as the Vanuatu National Bank, Western Union, Fish market, Police Station, Guest House and R/ Stores. 

Most of the Businesses and government services are located at Liro. 

The Council has its own vehicle and a solar power supply that provide electricity 24 hours and during the working days in the council buildings. Most of the sport activities happen every week on Friday at Liro. 

The Council has created its own generating incomes revenue since 2015 in  terms of the Vaum Guest House, Vaum Market House, Vaum Truck that provide services to the people, the Vaum Fish Market that sell fish to the people, Food Stall and also the money that it received from the Vanuatu National Bank building. 

The future project income plan that the council will carry out in 2022 is to setup a Council Stationary shop for copy & Printing, Laminate, scanned and build two rooms to accommodate the Education Office, Handicraft centre and Youth Centre.

 

West Ambrym area council was set up in the year 2000. 

West Ambrym Area council building was constructed in year 2000 and was officially opened during that year.

The building was in letter T shape and consists of 6 rooms, 1 room was occupied by livestock officer, another one was occupied by agriculture officer, followed by ambrym island court clerk and another one by Area Administrator, second last room was a chamber room and the last one was vacant.

The Area Council Head Office was located in Graig cove on the far end of west Ambrym and was occupied 2 hectares of land.

Area council has an active members, youth rep, women rep, chief rep, business rep and church rep.

Now we are working on new site, it’s a sub head quarter of an Area Council located at Baiap the work has already commenced. 

 

Population

Southeast Ambrym consists of 13 communities plus 9 small station or village. The total population is about 2300 plus with more than 600HH.

Area Council Temporary Office is Located at Toak Village @ Chief Tias James Malisas Boundary (Chairman of Ambrym Council of Chiefs). It’s about 3 KM walk and 7mins drive from Ulei Airport.

Area Council Main Headquarter will be at Vehosmaling near Toak Village. It’s a 7 mins drive from Ulei Air port. Sub Headquarter is at Penapo Community.

Health Services & Facilities

Southeast Ambrym has only 1 Health Centre base at Utas Village with 1 Nurse, 1 aid nurse + 1 midwife. It’s about 5km from Ulei Airport. But there are 2 dispensaries located at Endu and Sameou community. Also 2 aid post – 1 located at Toak Village and the other at Moru village.

Educational services

South East Ambrym has 5 primary Schools with both temporary and qualifies teachers employed by the government. Anglophone schools are; Leleut Primary School @ Endu Community, Roromai Primary School @ Sameou Community, Mbossung Centre School @ Ulei Community and Sinai Primary School @ Utas Community. One Franglophone name St Pierre @ Paamal Community.

Financial Services

1 NBV Branch located @ Ulei Community with 2 staffs. It’s a 5mins walk from Ulei Airport. 1 Western Union office located at Sameou Community.

Transportation info

There are about 17 land transport with good condition and qualify drivers. 6 boats available for both fishing and transport to other parts of Ambrym including Paama and Malekula. Boat Transport cost from Southeast to Paama is 10,000vt/trip, to West Ambrym is 18,000vt and to North Ambrym is around 25,000vt. Southeast Direct Malekula is 40,000vt.

People of southeast Ambrym only access 2 ship anchorage ( Taviak & Moru)

North Ambrym area council has been given custom name since the establishment of area council in 1986.The custom name is LIBINVERE AREA COUNCIL which means that Roots of the communities.

The area council administrates a total population of three thousand seven hundred ninety two people. This date was collected in 2018 through community profile but the update population may be is increase after the National Census. The total house hall of north ambrym is eight hundred and ninety six.

North Ambrym area council has thirty four village council start form the North West to the north east area.

The area council itself has its own revenue projects as, NBV rent, Quest house, Market and building rent for store and sea transport.

The area council has also chiefs nakamal that can takes more than 6o participants. At the area council you can have access with internet 24 /7 days a week.

In north Ambrym area council we have one health center, one dispensary and one aid post.

There are eight primary schools and two secondary schools within the area council area. The primary consists of three francophone and five Anglophone and the secondary schools include one Francophone and one Anglophone.

North Ambrym area council has also four main anchorages.

It is also very rich in its cultural activities.

About Malampa Province

Geography

Malampa Province is situated, in the most central part of Vanuatu with a land area of 2,779km². Its capital is Lakatoro on the island of Malekula. There are three islands in Malampa Province, Malekula, Ambrym and Paama islands.

Population

The province has a population of 41,506 people as per the mini-census of 2020 with 31,741 people on Malekula, 8,242 on Ambrym and 1,522 people on Paama Island.

Economy

About 80% of the population of Malampa is employed in the subsistence and semi-subsistence agricultural sector. The major commercial crop and livestock activities are centred on copra and beef which together make up 42% of the provincial economy.
